Follow-up to PR #1 / release 0.6.0: the darwin/windows release jobs have always failed (notify::INotifyWatcher is Linux-only) and the archive name has always dropped the tag (github.event.tag_name is empty on release events). Drops the never-supported windows target, fixes the tag variable, and makes the watcher type platform-neutral so the macOS job goes green. On Linux the types are identical (RecommendedWatcher == INotifyWatcher, RecommendedCache == NoCache) — zero behavior change. 26 tests, clippy clean.

- remove the x86_64-pc-windows-gnu matrix entry (windows was never
  supported: the daemon uses inotify semantics)
- archive name used github.event.tag_name, which does not exist on
  release events — every release asset was named "git_afk--<target>"
  with an empty tag. Now reads github.event.release.tag_name like the
  upload step always did.
- replace the Linux-concrete Debouncer<INotifyWatcher, NoCache> with
  Debouncer<RecommendedWatcher, RecommendedCache> so the macOS build
  compiles (on Linux the recommended aliases ARE INotifyWatcher/NoCache,
  so behavior is unchanged)
- version 0.6.1
